23 Nations Prepare for the 4th IISS Regional Security Summit: The Manama Dialogue
Defence Ministers and Senior Officials Plan to Discuss Key Gulf Security Issues at Region’s Premier Defence Forum
The International Institute for Strategic Studies (IISS) will bring together 23 official government delegations led by defence ministers, national security advisors, foreign ministers and other senior government representatives from the Gulf region and from the wider security community to participate in the 4th IISS Regional Security Summit: The Manama Dialogue, to be held 7-9 December 2007 in Bahrain.
As in previous years, the Dialogue will provide a unique forum for the discussion of the regional security challenges by the most senior authorities responsible for defence, foreign policy and security issues in the participating states. The summit will formally open on Friday 7 December with a Keynote Address. The programme for Saturday 8 December will include three plenary sessions, to be addressed by delegation leaders: The US and the Regional Balance of Power; Iran, Iraq and Saudi Arabia; and Energy and Regional Security. The Dialogue will conclude on Sunday 9 December with three further plenary sessions: Territorial Integrity, Borders and Regional Security; Iraq and the Neighbourhood; and Framework for Regional Security. During the summit, a series of private bilateral meetings, ministerial lunches and delegate-only break out groups will help to further inter-governmental relations.
US Secretary of Defense Robert Gates is scheduled to lead the US delegation and deliver policy remarks on The US and the Regional Balance of Power. Participating countries will field delegations of a corresponding seniority.
Convened annually, The Manama Dialogue brings together all elements of the national security establishments from the countries of the wider region – Bahrain, Egypt, Kuwait, Iran, Iraq, Jordan, Oman, Qatar, Saudi Arabia, Turkey, the UAE and Yemen – with the key external powers – Australia, China, France, Germany, India, Japan, Pakistan, Russia, Singapore, the United Kingdom and the United States.
Participation in the IISS Manama Dialogue is by invitation only.
